Position Description Summary: Responsible for planning, conducting, and coordinating business programming applications activities in areas such as finance, human resources, marketing and others. Conduct and prepare feasibility studies for new data processing applications or revisions to existing systems. Prepare system development cost estimates, budgets, and schedules. Prepare and present project proposals to management and user departments. Establish programming standards and program documentation requirements. Review current status of system applications and prepare recommendations for systems improvements. Monitor design process and prepare reports on systems projects. Maintain and manage Help Desk function for division. Fully accountable for network functionality, strategy, and reliability.

Principal Accountabilities (The following is intended to describe the general nature and level of work being performed.  It is not an exhaustive list of all expectations.):

  • Create enhancements to existing computer systems and the design and installation of new systems
  • Keep staff informed about new methods and technologies
  • Perform feasibility studies for new systems and major revisions to existing systems
  • Systematize and integrate applications and data flow where possible
  • Create value-added service environment to support business processes
  • Motivate and encourage staff to achieve excellence through creativity and proactivity in programming technique
  • Provide prompt and productive Help Desk Support through subordinate team
  • Ensure network functionality sufficiently supports business needs

Working Environment:

Assignment Complexity  - Work on problems of diverse scope where analysis of situation or data requires evaluation of identifiable factors. Exercise judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions. Act as advisor to subordinate(s) to meet schedules and/or resolve technical problems. Develop and administer budgets, schedules, and performance requirements.

Accountability Manage through subordinate supervisors or professionals the coordination of the activities for functional area with responsibility for results in terms of costs, methods, and employees.

Impact of Decisions Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Working Relationships Frequently interact with subordinates, customers, and/or functional peer managers. May interact with senior management. Interactions normally involve matters between functional areas, other company divisions or units, or customers.

Scope Receive assignments in the form of objectives and establishes goals to meet objectives. Provide guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which effect subordinate organization(s).

 

Essential Functions:

Must be able to pass any federal/state/local government, airport, or company-required background checks, clearances, and/or drug and alcohol tests.

 

Knowledge and Skills (The following minimum requirements are normal guidelines and should not constrain the advancement of otherwise qualified personnel): This is a management position. Exceptional interpersonal, analytical, problem-solving, and communication skills required. Bachelor's degree or equivalent required. Generally prefer 2-4 years of related supervisory or management experience.
